This was the sentiment expressed at the launch of the Botswana Investment and Trade Centre’s brand strategy at the Michelangelo Hotel in Johannesburg on Tuesday, 21 May.According to the high commissioner of Botswana to South Africa, Kenny Kapinga, the country is on an upward journey to economic prosperity. “We are well rated in credit worthiness, integrity and ease of business. It is a stable democracy and it has a good environment to do business.”He said it was one of the top 12 safest countries in the world and was first on the Global Peace Index in the sub-Saharan region.Botswana’s minister of trade and industry, Dorcas Makgato-Malesu, said the new brand strategy came from a need to forge a unified national identity. “When I first became minister I decided it was important to deal with issues of fragmentation in investment and promotion.”Her department had great ideas of attracting investment but no way of co-ordinating them. It was important, she added, to have a common definition of what Botswana was. “We felt it was necessary to come up with a national brand.”The acting chief executive of the Botswana Investment and Trade Centre, Letsebe Sejoe, said Botswana aimed to make South Africa a major business partner because it was the economic heart of Africa. “The Johannesburg Stock Exchange is in the league of leading exchanges in the world. It is also an exporter of foreign direct investment. So it is very difficult to have an investment strategy without involving South Africa.”He offered another reason for Botswana’s need to engage with its neighbour: the two countries were connected by the Tswana population they shared. There are more Tswana people in South Africa – approximately eight million – than there are in Botswana, which has about two million inhabitants. Botswana eye-catching for investorsBotswana’s lenient trade policies have made the diamond rich country an attractive place for South Africans to do business. Sejoe said there were no foreign exchange controls and a double tax avoidance treaty between the two countries was still in existence. “We are providing South Africa with a resource to connect with any sector they wish.”He said the country would fast track residence permits for foreign businesspeople, though he admitted that relaxed migration laws could bring unwanted immigrants. “We would have to keep all the good guys in and keep the bad guys out. The way we can do that is by screening individuals and checking if they have technical experience and skills which can add value to our economy.”He hinted at the introduction of a points-based system, which major Commonwealth countries used to screen investors and individuals. They would be allocated a specific number of points depending on their level of experience, skills, education and language proficiency.Sejoe acknowledged that Botswana needed an influx of technically skilled people for its economy to progress. “We are slowly opening up. You cannot have economic growth without importing technical skills.” Apart from attracting outside investors, Sejoe said Botswana was looking to develop its foreign export market, particularly with beef products and minerals. Ekurhuleni, potential trade hubChris van Biljon, the chief executive of Ekurhuleni Business Initiative, said Ekurhuleni wanted to engage with Botswana in the sectors of industry and tourism. With the establishment of Africa’s first aerotropolis in the municipality, Van Biljon said the city could become an important hub for trade between South Africa and Botswana.An aerotropolis is an urban area in which the layout, infrastructure and economy is built around an airport. In Ekurhuleni’s case, OR Tambo International Airport will form the hub of the airport city, which will comprise aviation businesses and related enterprises. Economically strong, politically stableMakgato-Malesu said Botswana’s economic strength came from it political stability. The Botswana government has some of the lowest levels of corruption in the world. “We are committed to progress and integrity.”She saw the country’s resources as a blessing, which the people had managed well enough to turn into an economic advantage. On a recent trip to a first world country, which she refused to name, Makgato-Malesu was questioned as to how Botswana happened to have a better credit rating than that country. “I had to explain that it did not matter where you came from but how well you managed your resources.”
In the last two posts in this series, we discussed the Web of data, which makes structured interlinked data sets machine-accessible, and the Web of identities, which makes data about people machine-accessible while addressing privacy and data volatility.This time, we’ll focus on the Web of services, which makes services accessible to and processable for machines. These Webs all have a semantic architecture in common and follow basic Web principles, such as being decentralized, modular, simple, addressable via URIs, and built for machines.The services sector has become the world’s biggest business sector, accounting for 64% of the worldwide gross domestic product. The sector has pressure on it to make its services easier and more widely accessible, as well as to quickly adapt to ever faster changes in the market environment.The effort to standardize such things as service-oriented architectures (SOA) and Web services has taken years, but still we have no clear definition of what constitutes a service at a conceptual level. The interface, which is the format of what goes in and out of the service, is often described formally, but what the service is actually doing, semantically speaking, is not. While there are a number of different approaches to semantically describing Web services, such as OWL-S, WSMO and WDSL-S, none so far has managed to break out of its academic confines.Today, there are already all kinds of services with different levels of complexity, and their number is expected to grow exponentially. The services follow different standards, and a lot of them are proprietary, uni-directional and designed to be used by humans to mash up something new. Editorial catalogs such as ProgrammableWeb and search engines for Web services such as seekda are designed for humans who are searching for a particular service for that reason. For tasks that are unsolvable for machines, there are even Web services such as Amazon’s Mechanical Turk, which have humans in the back end answering tricky queries.The problem with all of this is that each of the tens of thousands of services is accessible but not findable by a machine without a machine-understandable description. Thus, every service nowadays has to be wired to a machine by hand. So, what would machines be capable of if services were annotated with semantic descriptions?Service discoveryGiven an index of Web services, a machine charged with finding the right service for a particular problem could choose one among those that have been indexed.Contracting and executionOnce a service has been selected, a machine could look up its terms and decide on contracting and execution details. How often would the service be needed? And what would be the cheapest contract then?Billing or revenue sharingDepending on the autonomy of the machine, one could imagine something like an Autonomous Agent, which automatically makes the best deal with the service provider on such things as billing or revenue sharing for service usage.Replacement on failure, based on experienceOf course, the machine would be able to replace a failing service with an equivalent one. It could also rate a service and publish it.Service orchestrationA machine could, given enough intelligence, split a task into sub-tasks and then discover, contract and orchestrate services to solve these sub-tasks. And after the sub-tasks have been addressed, the main task would be solved. Such orchestration could involve the parallelization of tasks, for speeding up or redundancy purposes, or chaining services (whereby the output of one service is inputted into the next).Research projects such as TripCom, SUPER, SHAPE and SOA4All are dealing with these ideas and scenarios.Future scenarios are limited only by our imagination: machines could autonomously pursue goals on behalf of their master user or company, according to a specified level of freedom. These agents could solve increasingly complex problems and be granted increasingly more autonomy (finally ending up as Skynet).In the next and final post in this series, we will discuss how all of these scenarios could become a reality with the arrival of all three Webs: a revolution in the ability of machines to access, process and apply information.Do you also count the Web of services as a third Web? People dependent on the mining industry in Goa are planning to put forth their grievances before Union Finance Minister Nirmala Sitharaman when she will chair the GST Council meet here on Friday. Thousands of mining dependents will walk to the venue of the GST council meet on Friday to present their memorandum to Sitharaman, Goa Mining People’s Front (GMPF) president Puti Gaonkar said. GMPF is an umbrella organisation of people rendered jobless following the closure of the mining industry in Goa. A senior police officer, however, said adequate security arrangements were in place near the venue of the GST Council meet to avoid any untoward incident.“The mining dependents will be stopped on the way,” he said. The mining operations, a key source of revenue to the government, came to a standstill in March 2018 following a Supreme Court order which quashed 88 mining leases. The BJP-led State Government earlier requested the Centre to amend the existing mining laws so that the leases get extended. A group of Ministers under the leadership of Union Home minister Amit Shah has been trying to work out a solution to revive the mining industry in Goa. Union Mines Minister Pralhad Joshi last week said the group of Ministers has prepared a detailed report, which would be submitted to Prime Minister Narendra Modi, suggesting various ways on how to resume the iron ore extraction operations in the coastal State.

He expects to be healthy when the season starts.
