March 18, 2021 Find out more Reporters Without Borders is appalled to learn that Soheil Arabi, a Facebook user whose death sentence was quashed by the supreme court, has been given a new sentence of seven and a half years in prison starting with two years under observation, during which he must prove he has repented to avoid reimposition of the death sentence. News Detained since December 2013, Soheil Arabi received the new sentence on 6 September when he was retried by a Tehran assizes court.During the next two years, Arabi is required to seek answers to his religious doubts by reading 13 books on theology and Islam, writing summaries of them and writing an essay on theology and religion. He must conduct regular written correspondence with the Imam Khomeini Centre for Religious Research, copies of which will be submitted to the court. He must also write quarterly reports to the court with the aim of proving his repentance and renewed faith. If he fails, the death sentence could be reimposed.“Soheil Arabi has been spared immediate execution but this new sentence is medieval,” said Reza Moini, the head of the Reporters Without Borders Iran/Afghanistan desk. “A defendant who repeatedly said he did not want to offend religion is being subjected to a form of arbitrary torture because the Ali Khamenei-controlled judicial system wants to scare Internet users. This sentence is tantamount to forced labour, which is banned by international and Iranian law. We call on the UN special rapporteurs to intercede to get it quashed.”A photographer and father who was 31 when arrested by Revolutionary Guards on 27 December 2013, he was incarcerated in Security Section 2a of Tehran’s Evin prison, where he was subjected to solitary confinement for two months and was mistreated with the aim of getting him to confess to his role in creating a Facebook network that blasphemed Islam and criticized the government. Prosecutors then used this confession against him.At the end of an unfair trial in March 2014, a Tehran revolutionary court sentenced him to three years in prison, a fine of 500,000 tomans and 30 lashes on charges of anti-government propaganda, “insulting what is sacred” and insulting government officials and the Supreme Leader. A Tehran appeal court confirmed the sentence.However, as a result of Revolutionary Guard pressure, Arabi was brought before an assizes court on 19 August 2014 on new charges of “insulting the Prophet of Islam, the Shiite Holy Imams and the Koran,” and the court sentenced him to death under article 262 of Iran’s Islamic penal code. The court ignored his lawyer’s claims that his offences were not deliberate and that he was not the only person posting on these Facebook pages. In fact, although Arabi supervised several Facebook pages, most of the posts were made by other Facebook users or administrators.His lawyer also tried unsuccessfully to draw the court’s attention to article 263, which says: “when the accused (…) confesses that his insulting statement was made under coercion or by mistake or in a state of drunkenness or anger or in a slip of the tongue or without paying attention to the meaning of the words or quoting someone else, then he shall not be considered as having insulted the Prophet.”The supreme court upheld Arabi’s death sentence on 23 November 2014.Reporters Without Borders wrote to David Kaye, the UN special rapporteur on the promotion and protection of the right to freedom of opinion and expression, on 2 December 2014 voicing alarm about Arabi’s fate and urging him to “intercede as quickly as possible with the Iranian authorities in order to prevent his execution and to request the overturning of his conviction and his release.”As a result of the efforts of his family and lawyers, and intercession by UN rapporteurs on 27 June, the case was referred back to the supreme court, which finally quashed Arabi’s death sentence.Iran is ranked 173rd out of 180 countries in the 2015 Reporters Without Borders press freedom index. Widening grant access South Africa will spend R89-billion on state social grants in 2010/11 in the face of increasing unemployment and the impact of last year’s recession. Tabling his Budget speech in Parliament, Cape Town on Wednesday, Finance Minister Pravin Gordhan said provision had been made for the extension of the child support grant up to the age of 18. State old-age pensions and disability grants will rise by R70 to R1 080 a month, while child support grants will increase by R10 to R250 per month. In co-operation with the Special Investigation Unit, the SASSA has cracked down on fraudulent grant claims among public servants and is currently investigating similar abuses in the public sector. “We recognise that the increase in the child support grant is slightly below the inflation rate but the social benefit and the cost of bringing in two million more children implies that we have to adjust this grant more moderately,” Gordhan said. Nearly 14-million South Africans are benefiting from the country’s social assistance programme, with more than 9-million of these grants going to households with children. 17 February 2010 In the next year, the South African Social Security Agency (SASSA) will focus on widening access to social grants, and improving grants administration and payments in order to minimise fraud. Expenditure on grants is set to increase from 3.2% of the Gross Domestic Product (GDP) to 3.5%. It is estimated that about R300-million will be recovered from dormant accounts this year. 6 November 2012 The National Rural Youth Service Corps is the future of rural development in South Africa, Rural Development and Land Reform Minister Gugile Nkwinti said in Johannesburg on Tuesday. Nkwinti said the programme had taken on board over 11 000 young people from rural areas around the country and had helped over 4 000 of them to get theoretical training at Further Education and Training colleges. “We train them so that they can go back to develop their respective rural communities with the skills that they acquire from us, but some of them are being absorbed in urban areas [which is fine],” he said. Skills development and accelerated service delivery The programme, involving two years of training, was launched in 2011 with an initial 7 900 participants. To date, 4 500 participants have either received or are in the process of completing training in various disciplines, mainly in the construction sector. A further 855 have been trained in records management, and are currently scanning and counting land claim files in all nine of South Africa’s provinces. Eighty participants have been trained in disaster management for placement in municipalities. Nkwinti, who supports the idea of getting rural schools to teach farming skills to high school learners, said the programme was widely viewed as a success, but required additional resources. “Our view is that skills development for young people is critical in rebuilding our country. As government, we’ve done a lot in terms of accelerating water and sanitation provision, adequate roads, housing and electrifying households. “We’ve delivered early childhood development centres, clinics and other basic human rights needs that never existed before in areas such as Muyexe in Limpopo, and now we are moving to other areas in other provinces, where we are also building houses for needy beneficiaries.” Nkwinti said they still had many areas to get around to in terms of delivering services. “The pace is slow, but we are pleading with our people to be patient. Just like OpenDNS, Google Public DNS will allow users to bypass their ISPs Domain Name Servers (DNS). DNS servers are, in many respects, the backbone of the Internet. DNS allows you to type a domain name like www.senate.gov into a browser instead of a machine-readable IP number like http://184.108.40.206/. Google argues that it wants to give consumers an alternative to their ISPs’ DNS services in order to make the Internet “faster, safer and more reliable.” According to Google product manager Prem Ramaswami, the company’s engineers have been working to improve DNS over the last few months. Instead of performing DNS lookups on an ISP’s DNS server, Google will use its data-center and caching infrastructure to resolve these domain names. After SPDY (which augments HTTP), this is Google’s second major project that touches upon the core infrastructure of the Web. Using Google Public DNSGoogle Public DNS uses 220.127.116.11 and 18.104.22.168 as its IP addresses. Advanced users will surely have no problem making the necessary changes to enable Google Public DNS. The company has also released a set of step-by-step instructions for Windows, Mac and Linux users that can be found here. The company promises not to keep any information that is linked to IP addresses in its permanent logs.As of now, it doesn’t look like Google offers any additional services besides the pure DNS lookup.
